The Negative impacts overshadow the positive and there are a few solutions that may be able to help stop the resentment 

Not Building in Water Stressed Areas 

One of the biggest solutions that may be able to help stop resentment against AI Data Centers is to stop putting them in water stressed areas that don't have enough water to support both life and the center. Putting the center by a huge body of water that constantly has water coming in would be a good option to help keep the people and the land happy and hydrated.  

Atmospheric Water Generators 

Atmospheric Water Generators are generators that pull water from the air and from evaporated water and pulls in back to the cooling system, so not as much water is being taken from the land.  This can be an amazing solution to help keep the computers cool and not overheat, while keeping the land from being drained leading to several complications that may arise from lack of water.
